Brain development should be a factor

“I agree with the sentiments expressed in the Register’s May 4 editorial, “Thorough Review of Sentences Needed,” on life without parole for juvenile offenders. I also understand that Iowa legislators feel pressure to pass legislation to bring the state into compliance with the recent Supreme Court decision on this issue. Such action should be informed by our current understanding of adolescent brain development. Youth must be held responsible for their behavior in a manner that also reflects and acknowledges their capacity to mature, develop and change, over time.”
